This diet is meant to be a way to 'kick start' a weight loss routine or a way to help you to 
get past a weight loss plateau.

Does it work?  Yes.

Positives:

Simple and easy to follow
Meals can be prepared ahead of time
Healthy food choices
Recipes and shopping list 

Negatives:

Short term 
Limited food cjoices
Fast weight loss is mostly water
Weight usually returns soon
No exercise

Conclusion:

If you actually use this diet to overcome a weight loss plateau or to kick start a weight loss program, Dr. Oz's 2 Week Rapid Weight Loss Diet has merit.  The problem is that 95% of us will use this as a short term fix or band aid.  When you do that, you THINK short term.  Unfortunately, this kind of a mindset is just the opposite of what you and I need for long term permanent weight loss.  

I feel that this diet is another example of Dr. Oz's giving the public what they want for his own gain rather than giving the public what they need.    If you are looking for fast weight loss and only fast weight loss and only short term weight loss, I cannot stop you, but short term is not in your best interest.  I give this diet two thumbs down.  There are lots of other diets that you may want to consider...some of the ones that may be a much better fit for you are the DASH Diet, The Diet Solution, Weight Watcher's,  and The 5-2 Fast Diet.
